On September 28, 2016 the Kanawha County Sheriff’s Office STOP Team executed a search warrant on Maple Street in Shrewsbury, WV. An investigation into drug trafficking led them to the residence where several people were found. At the conclusion of the search warrant Louis C. Anderson (34 years old of Cincinnati, OH) was arrested, charged with possession with intent to deliver controlled substances.
Located among Mr. Anderson’s belongings were 17 grams of brown powder, believed to be heroin. He was also in possession of oxycodone and amphetamine pills, and items used to weigh and package drugs.
Also arrested during the search were Keith Young (28 years old of Belle, WV) on a capias for possession of a stolen vehicle, and Buffy Payne (47 years old of Belle, WV) on ten felony counts of forgery and uttering from Raleigh County, WV. Those arrests were handled by the Kanawha County Sheriff’s Office’s Warrants Deputies who assisted with the search.
As is always the case in criminal matters, the charges against Mr. Anderson, Mr. Young, and Ms. Payne are merely accusations. Each is presumed innocent unless and until proven guilty. Attached are mugshots taken this morning of the three arrested.
