DRUG ARREST MADE ON CONVICTED SEX OFFENDER IN SISSONVILLE
SISSONVILLE, WV – On February 20, 2026, at approximately 1:06 a.m., Deputy J.A. Morris conducted a traffic stop on a red Ford Mustang on Call Road in Sissonville for defective equipment.
The driver was identified as Harrison Delbert Shaffer Jr., 50 years old, of Charleston, West Virginia.
During the stop, Deputy Morris requested a K9 unit. Officer J.D. Canterbury of the Charleston Police Department responded with his K9 partner, who alerted to the presence of narcotics inside the vehicle. A search of the vehicle led deputies to a bag hidden beneath the carpet in the trunk area. Inside that bag, deputies located a loaded Taurus 9mm handgun, approximately 3.38 grams of a pink powdery substance believed to be fentanyl, approximately 5.5 grams of a white crystal-like substance believed to be methamphetamine, and a digital scale.
Shaffer was taken into custody. During a search incident to arrest, Deputy Morris located two additional plastic bags on Shaffer’s person containing suspected methamphetamine weighing approximately 0.79 grams and 0.85 grams, along with $2,549 in U.S. currency.
A records check revealed Shaffer is a convicted felon for Second-Degree Sexual Assault. According to the West Virginia State Police Sex Offender Registry, the victim in that case was a female family member between the ages of 6 and 12. Court records indicate Shaffer served approximately 11 years and 5 months in a correctional facility for that conviction. As a convicted felon, he is prohibited from possessing a firearm.
Shaffer has been charged with Possession with Intent to Deliver Methamphetamine, Possession with Intent to Deliver Fentanyl, and Prohibited Person in Possession of a Firearm.
He was transported to South Central Regional Jail and later arraigned before a Kanawha County Magistrate. Bond was set at $15,000 surety/cash.
Anybody that is arrested is to be presumed innocent until proven guilty in a court of law.
